A property can legally call itself all-inclusive while charging for specialty restaurants, room service delivery, premium WiFi, airport transfers, and any alcohol above the house tier. This guide documents what each category actually includes — and what triggers an extra charge.

Six Rules to Avoid the Surprise Checkout Bill

  1. Ask before you order. "Is this included in my AI?" is a question no staff member should mind. Say it every time something is brought to you that wasn't at a standard buffet.
  2. Check your room folio on day 2. Not at checkout. Errors are much easier to resolve mid-stay than at 5am when your taxi is waiting.
  3. Decline in-resort upgrade pitches unless you've done the math. Calculate the per-night cost × remaining nights × number of guests before agreeing to anything at front desk.
  4. Book club-tier inclusions from Canada. The tour operator's club-level rate is always cheaper than the in-resort upgrade price for the same inclusions.
  5. Confirm airport transfer inclusions in writing. If your package confirmation doesn't explicitly say transfers are included, they're not. This is the #1 surprise charge for first-time all-inclusive travellers.
  6. Travel with a TICO-registered agency. In Canada, TICO-registered agents are legally required to disclose all known fees. An OTA (Expedia, Booking.com) is not. If something is wrong at the resort, a TICO agent has a legal obligation to advocate for you.
